Consumer Reports has some advice to determine which ones you really need:
Winter tires deliver better stopping grip on snow and ice than most all-season tires. They are definitely the way to go if you know you’ll be driving in winter conditions no matter what – even if your vehicle is all-wheel drive.
All-season tires are a better choice if you have the luxury of waiting for roads to be cleared before driving. On cleared roads, all-season tires score better with shorter stops on wet and dry surfaces.
If you do intend to make the switch to winter tires this season – now is the time. Supplies are limited right now – and if you wait for the bad weather it may be too late.
